Bio

Attorney Mark A. Buterbaugh is a Managing Partner of Mooney Law and the founder of the firm’s Workers’ Compensation practice.  He leads and oversees all Pennsylvania and Maryland workers’ compensation cases, representing injured workers from initial claim through litigation and appeal.  In addition to his workers’ compensation practice, Attorney Buterbaugh also handles dog bit injury cases.  He is licensed to practice law in Pennsylvania and Maryland.

Over the course of his career, Attorney Buterbaugh has recovered tens of millions of dollars in benefits for injured workers throughout Pennsylvania and Maryland. His practice is a comprehensive workers’ compensation litigation practice, including claim denials, employer petitions, description of injury disputes, lump sum settlements, and appellate advocacy.

Before joining Mooney Law, Attorney Buterbaugh represented major employers and insurance carriers at a large Pennsylvania workers’ compensation defense firm.  This experience gives him a strategic advantage, providing valuable insight into how insurance companies evaluate, defend, and attempt to limit workers’ compensation claims.  in workers’ compensation defense. His experience on the defense side provided valuable insight, experience, and knowledge as to the strategies and the way insurance defense attorneys approach workers’ compensation cases.  Earlier in his career, he served as Enforcement Counsel for the Pennsylvania Gaming Control Board, where he helped enforce laws and regulations governing the state’s casino and gaming industry.

Attorney Buterbaugh earned his Juris Doctor from Widener University School of Law, Harrisburg in 2009. He holds a Bachelor’s degree in Political Science, with a minor in Labor Relations, from Penn State (1992) and a Master’s Degree In Public Administration from Shippensburg University (1997).  Prior to attending law school, he spent fourteen years in various staff and committee staff positions with the Pennsylvania House of Representatives in Harrisburg.

A resident of Shippensburg, Pennsylvania Attorney Buterbaugh has been actively involved in his community for years.  He was elected to the Shippensburg School Board in 2004, 2013 and again in 2019, and served six years as the School Board President.  Outside of his legal practice, he enjoys staying active with his two Doberman Pinschers.  After the tragic death of one of his Dobermans, he formed the Nonprofit organization, Reign for Change. He currently serves as organization’s President and Chairman of the Board

Attorney Buterbaugh’s work has earned recognition at both the state and national level.  He has been selected as a Pennsylvania Super Lawyer and previously named a Rising Star — distinctions awarded to a limited percentage of attorneys based on peer recognition and professional achievement.  In 2024, he was also named one of the Top 25 Pennsylvania Workers’ Compensation Attorneys by the national Trial Lawyers.
